Future Release of Video Related to Police Incidents

Today's U.S. District Court ruling regarding the release of surveillance video of a police officer related incident clearly shows that there is a lack of clarity in the City's procedures in release of such information (see the attached September 15, 2015 memorandum). In order to provide the greatest level of openness and transparency as possible to the public, it is critical that the City develop clear cut guidelines for the release of video and other information for future incidents. I would respectfully request that you prepare draft language to revise the appropriate codes and policies that govern the release of video and other information related to police related incidents for Council consideration in early 2016.
