The recent enactment of the Speed Up the Border Act (AB-427) marks a pivotal moment in addressing the persistent challenges surrounding border congestion and trade inefficiencies. This legislation, spearheaded by Assemblymember David Alvarez, emphasizes a proactive approach to improving regional connectivity and bolstering economic vitality. One of the most significant outcomes of AB-427 is the authorization granted to SANDAG (San Diego Association of Governments) to accelerate the construction of the State Highway Route 11 corridor—a critical component of border infrastructure development.
SANDAG can now fast-track a construction project for the State Highway Route 11 corridor, including highway improvements and international border-crossing facilities, which will reduce border-crossing wait times by up to 50%.
This bill will enable SANDAG to use alternative project delivery methods like the Construction Manager/General Contractor (CMGC) method, which can often be more efficient and cost-effective than traditional construction methods.
Not only will this bill be an opportunity for people to cross the border faster, but it’s an opportunity to build businesses, visit family, and will create a more tightly connected cross border community.
