Assemblymember Alvarez’s AB 30, to Authorize Sale of Cleaner, Cheaper E15 Gasoline Fuel Blend Passes the Assembly
Sacramento, CA – Assemblymember David Alvarez (D-San Diego) announced today that Assembly Bill 30, the Cleaner Cheaper Fuel (E15) Blend Act, co-authored with Assemblymember Heath Flora (R-Ripon) and sponsored by the California Problem Solvers Caucus, passed the Assembly.
This bipartisan bill allows for the sale of a new blend of gasoline in California. E15 is a cleaner, more affordable transportation fuel option already approved by the U.S. Environmental Protection Agency (EPA) and in use in 49 other states.
“For too long, the California Air Resources Board has delayed action on E15 fuel—despite its proven track record across the country. This unnecessary regulatory holdup has prevented consumers from accessing a cleaner, more affordable fuel option,” said Assemblymember Alvarez. “AB 30 sends a clear message: Californians cannot afford to wait while bureaucracy stalls progress. It is time CARB considers not just environmental impacts, but the economic benefits to everyday consumers who are struggling with high fuel prices. I am grateful to the Problem Solvers Caucus for prioritizing this commonsense solution.”
The California Air Resources Board (CARB) has been studying the impacts of E15 since 2018. Its own multimedia evaluation, completed in 2022, reported favorable environmental and public health outcomes. However, regulatory approval has remained stalled. AB 30 addresses this delay by declaring E15 legal for sale immediately upon the Governor’s signature.
“Affordability is at the top of every voter's mind, and the Problem Solvers Caucus is giving that issue the serious attention it deserves," said Assemblymember Heath Flora. "My constituents - and most people in the Central Valley - drive long distances every day, paying upwards of $5 for a gallon of gas. AB 30 will have an immediate impact on gas prices and provide much-needed relief."
According to studies done by UC Berkeley and U.S. Naval Academy, approving E15 could save California consumers up to 20 cents per gallon of gas, while also reducing climate and air quality impacts. AB 30 is supported by a broad coalition, including the Problem Solvers Caucus, CalPACE, California LULAC, and several veteran and multicultural business organizations.
The bill now moves to the State Senate for further consideration.
