San Diego City Council Unanimously Approves Otay Mesa Community Plan

March 11, 2014

San Diego, CA – The San Diego City Council today approved passage of the Otay Mesa Community Plan by a unanimous vote.  This approval is a milestone for a plan that has taken over ten years to develop.

“This plan creates a middle-class job center for the region, and from my standpoint and a general plan standpoint, that’s the priority of the plan,” said Councilman David Alvarez.
The City of San Diego commenced an update to the Otay Mesa Community Plan in 2001. The plan is a comprehensive update to the adopted plan and addresses substantial land use changes, both locally and regionally that have occurred over the past 30 years, including the loss of designated industrial and residential land resulting from adoption of the Multiple Species Conservation Program (MSCP) in 1997.

“This is a visioning document for how growth will occur in Otay Mesa, and it also has some very specific, practical impacts including funding for Old Otay Mesa Rd. (missing sidewalk).  Also, because Otay Mesa has large vacant areas with development potential, the opportunity exists to provide adequate public facilities and services at the time of development,” Alvarez  continued.

The Otay Mesa Community Planning area is approximately 9,300 acres and is in the southeastern area of the City along the border with Mexico. Otay Mesa has unique features, residents, and property owners that make it an amazing regional resource including Cross-border support such as Brown Field and the Cross Border Terminal pedestrian bridge. The unique location along the Mexican border allows Otay Mesa to contribute to the thriving border economy.
